The Public Policies and Stakeholders Articulation area
has the purpose of identifying the demands and needs in the areas of Science, Technology, and
Innovation by means of:
The
organization of the process of formulating and monitoring the country’s public policy on
science, innovation and technology and the National Strategic Plan for
Science, Technology, and Innovation (PENCYT as in Spanish).
The
generation of synergies among actors linked to science, through the
creation of local and regional meeting spaces to promote greater
equality in the distribution of resources and services for science,
research, and innovation.
The
promotion of intersectoral participation and that of other external actors of
the system through the follow-up of the Thematic Roundtables, in order to facilitate the
development and implementation of the Science, Technology and Innovation Plan and its
projects.
The
promotion of associativity among the components of the National Science,
Technology, and Innovation System (SNCTI as in Spanish), through the design of instruments
that benefit innovative regions or sectors and the establishment of a
collective dynamic of dialogue based on the convergence of interests that
promotes the execution of joint projects or activities.
The
identification and articulation of offers and demands of public and
private entities that make up the National Science, Technology, and
Innovation System (SNCTI as in Spanish) to strengthen it.

The Program focuses its priorities on the generation of advanced human capital, for which it will promote actions in the university system, based on the quality of the teaching it provides and the research it develops. Space for dialogue and meeting between the five intersectoral thematic roundtables that have been meeting independently during 2016 to share and exchange achievements, progress, and recommendations in the implementation of the five programs of the National Plan 2015-2019, and at the same time reinforce the necessary institutional articulations between the actors of the national innovation system for definition of roles and responsibilities in the execution of these programs.
