International cooperation

The Organization for Economic Cooperation and Development (OECD) defines International Cooperation (IC) as joint action to support a country’s economic and social development through the transfer of technologies, knowledge, experiences, or resources by countries with equal or greater levels of development, multilateral organizations, non-governmental organizations, and civil society organizations. It is also known as Development Cooperation, a global concept that encompasses different types of aid that flow to relatively less developed countries.

The international cooperation system is made up of actors of diverse nature and functions, with coexistence of public and private organizations, general and specialized, from the North and the South, and with different forms and strategies of action.

The main objective of the International Cooperation Office, as an advisory body, is to promote, manage, and coordinate the internationalization process of SENACYT by establishing cooperation agreements with foreign universities, organizations, and institutions in the technological, academic, cultural, and scientific fields. These strategic alliances will seek to integrate national agendas into the international arena, in addition to fostering institutional cooperation.


Specific Objectives

  • Dirigir y coordinar los procesos de internacionalización de la Senacyt, mediante el desarrollo de estrategias de interacción en el entorno nacional e internacional.
  • Direct and coordinate Senacyt’s internationalization processes by developing interaction strategies in the national and international environments.
  • Coadyuvar a ejercer la representación institucional frente a instituciones nacionales e internacionales, promoviendo y apoyando la gestión de las unidades administrativas (i.e.: I+D, Innovación, Estímulo), orientadas a la obtención de recursos, oportunidades de investigación, acceso a redes y otras actividades de interés para las áreas académicas, cultural y científica en consonancia con los ejes estratégicos establecidos en el Plan Estratégico Nacional de Ciencia y Tecnología.
  • Coordinate and increase national competitiveness through non-reimbursable technical and financial cooperation that the institution receives from multiple cooperating sources.

  • Ofertar los conocimientos, habilidades y experiencias de Senacyt para la ayuda al desarrollo y cooperación técnica en ciencia, tecnología e innovación.
  • To offer Senacyt’s knowledge, skills, and experience to support development and technical cooperation in science, technology, and innovation.
  • Consolidate the governance of the Regional Cooperation Agreement for the Promotion of Nuclear Science and Technology in Latin America and the Caribbean (ARCAL).

Functions

  • Propose, manage, and coordinate, together with the corresponding administrative unit, international agreements with universities, institutions, foundations, and international organizations, in the short, medium, and long term.
  • Provide advice on the unification of criteria among the Secretariat’s various departments in the execution of institutional agreements with other public and private, national and international organizations.
  • Contribute to the national and international dissemination of the Secretariat’s programs, projects, initiatives, and other activities in order to promote the institution’s internationalization.
  • Advise the Secretariat in identifying and managing opportunities for mobilizing resources abroad that benefit and promote the development of programs implemented by SENACYT.
  • Any other function consistent with the general and specific objectives defined for the Office, which may be assigned by the national secretary.
